Report: CCP Front Groups Operating out of St. Paul, Minn. Building

A new investigative report has revealed that multiple Chinese Communist Party (CCP)-linked organizations are operating out of a single building in St. Paul, Minnesota and are engaging in a variety of activities designed to undermine the U.S.

In a two-part Breitbart News investigative report published Wednesday, the authors detail how “a web of businesses and groups” with ties to the CCP have used the building in order to “curry favor” with powerful American politicians, provide services to Chinese Americans who remain loyal to the communist regime, and host Chinese government officials for meet-and-greets.

The investigation found that at least one entity housed within the building, the Overseas Chinese Service Center of Minnesota (“Minnesota OCSC”), has direct ties to the CCP’s “united front,” an extensive network of CCP intelligence gathering and other services that operate in other countries. A former CIA analyst described how the united front “damages U.S. interests through legal and illegal technology transfer, surveillance of Chinese diaspora communities, promotion of favorable narratives about the PRC through ostensibly independent voices, and the neutralization or harassment of critics of the CCP.”

Chinese President Xi Jinping further characterized the CCP’s united front work as a “magic weapon” that “undermine[s] the sovereignty and integrity of the political system of targeted states.”

The purpose of the groups housed in the St. Paul building appears to be very similar to the function of a clandestine Chinese police station that was uncovered in 2023 in Manhattan, which “monitor[ed] and intimidate[d] dissidents and those critical of its government,” among other activities that benefited the CCP. Breitbart discovered that the New York secret police station and the Minnesota center “appear on the same global list of Overseas Chinese Service Centers (OCSC) that has been posted to websites affiliated with the CCP.”

The report also discovered the Minnesota OCSC’s links to Minnesota Governor Tim Walz (D). The Minnesota OCSC works to spread pro-CCP propaganda via a “propaganda chief” named Deng Qing. Qing and other CCP-linked officials “shared a stage with then-gubernatorial candidate, Rep. Tim Walz, less than six weeks before Election Day 2018.” Walz was also photographed with Qing at a June 2022 gubernatorial fundraiser, along with other Minnesota OCSC associates.

The Breitbart report goes on to detail how the “person in charge” of the Minnesota OCSC is Dr. Bingwen Yan, a former University of Minnesota professor who donated to Walz as well as Senator Amy Klobuchar (D-Minn.) and has held events “where he has been prominently photographed with politicians.” The report further observes that Yan’s original University of Minnesota email address is currently “listed on official Chinese government websites as the point of contact for the Minnesota OCSC.”

“This begs the obvious question,” the report notes. “Has a U.S. taxpayer-funded public university email address been used to conduct CCP activity in the United States?”

In comments to The Washington Stand, Gordon Chang, author, China expert, and distinguished senior fellow at the Gatestone Institute, explained that the Minnesota center is merely one of numerous CCP outposts within the U.S.

“There are on American soil about 10 locations where Chinese officials — connected either to the Communist Party’s United Front Work Department or Chinese central government ministries — openly and in violation of American sovereignty provide services to individuals,” he observed. “Undoubtedly, there are many more locations in our country where China’s officials surreptitiously provide such services.”

Chang went on to propose a “simple solution” for the Trump administration. “Close all the locations that have been disclosed by various media outlets over the past couple years and find other locations providing the same services. And, as part of that effort, we must prosecute or expel those working on behalf of the United Front Work Department or the Chinese central government at these locations.”

Chang further emphasized that “China uses every point of contact with our country to take us down. We need to locate and close all such points of contact, including China’s remaining four consulates. As a part of this effort, we should also strip down the embassy to just the ambassador, his personal staff, and family members.”

“We are being overwhelmed by China’s regime, and until we get this under control, we will have to get the regime out of our country,” he underscored. “This is our country, and we do not have to put up with this. Our leaders for decades have known of impermissible Chinese activity on our soil but have allowed it to continue. That has to stop. This is on us.”
